"a valid postgrc squ..." and installer keeps trying to reinstall previously installed content

Ok this is driving me nuts. I originally installed daz a few days ago. I changed the default installation drive from my nearly full c drive to my nearly empty h drive. I did NOT realize that did NOT automatically change the download file destination for any new content until much later. So imagine my surprise when I see my c drive filling up. Long story short after many problems getting 3rd party content to properly install with varying degrees of success into Daz I decided to uninstall it from my 99.9% full c drive and reinstall daz onto the h.
Now the fun begins. One directory on the c drive(the files in the daz studio) I just can not uninstall because it says there are open files being used by other programs in it. Dam if I can find them. So I go to the installer and change the path to install everything to the h drive. Works perfectly. Except. Sigh. It keeps wanting to try and reinstall the same gd files every time I open the installer up. They keep popping up as ready to download.It also says no files have been installed but they are clearly installed in the daz program. I can only assume it is seeing the few uninstalled files on the c drive and thus trying to reinstall the files I just installed prior. Also,to add excitment to the mix when I go into the installer to change the install destinations under the install tab it has the recommended path. Which of course is to the c drive. But of course it is grayed out and won't allow me to change it to the h drive. Sigh.
And theres more. Now I am getting the "dreaded " a valid postgrc squ...." message. I had gotten a few times before but rebooting daz always fixed it. But oh no, not this time. it is persistent and constant. I read unistalling it with the installer and reinstalling it should fix this problem. But becauce my installer keeps saying there are NO files installed, I can't uninstall it. LOL.
I suspect if I could actually remove those few files I can't remove from c a lot of this could be fixed. I am so freaking frustrated at this time it is making me sick. it's one problem after another and I spend all day trouble shooting things with varying degrees of success only to have a new problem pop up.
So any ideas?

I'm sorry, but that is a very confusing post. Trying to work out what you mean:
Did you move or delete the Manifests folder from the Daz Install manager folder in Public Documents? That is what tells DIM what it has installed - if you have moved it the current version of DIM allows you to set the location (and if you have set the location you need to move the files to the selected folder). Similarly, if you move the Downloads folder you need to tell DIM where it is now. These locations are set in preferences, the gear icon at top left, in the Downloads tab (Downloads folder, for zips) and Installation (Mainfests folder).
Which folder, precisely, is being a problem?
I assume the start-up message is the oen about A Valid PostgreSQL connection - did you move the Content Cluster folder? Once you have the DIM paths sorted out, is PostgreSQL installed? If it is, is the process running when DS and/or DIM are open (check Task Manager, with More Details enabled)?
