Severin answered that a few pages back, I believe this was the answer.

 

Severin says:  The main promo is the Summer Outfit for Victoria 8 at Renderosity.  Not sure about the halter/jeans outfit in the smaller images.

I don't think it's the Summer outfit.  I just checked my copy.  The version of the shirt in that promo must have been highly customized because mine looks nothing like it, and doesn't include any morphs I can use to create anwhere remotely close to that look.
