Creating a 'camera flash' lighting look

I'm looking for any help recreating the lighting for a '90s style cheap 35mm on-camera flash (like the old point and shoots). I've been using some old family photos I've been digitizing for reference but I can't seem to get the look right using a single spotlight.
Is it something I can do it DS? Or best for post-work in PS?

Using a spotlight somewhat close (with lumins turned down) placed either at, or just out of view of the camera is what you're after.
Not specifically about flash lighting, for which you can try using just the headlamp and adjusting the tint in tone mapping, there's also this fun camera that can add a bit of distortion to images of the kind you got with cheap lenses.
