    Er... it's an RTE file and, as is actually noted in the tutorial, the RTE encoder site doesn't seem to be available anymore.  :(

    Whoops, didn't see that there was a different link to the encoder in the readme.  Thanks again!

    I provided a link in the readme through the wayback machine where you still can get RTEncoder, it works, just tried it yesterday.
