Is there a way to do volume triangulation?

When I set up a 3d print at shapeways, I usually have to triangulate in such a way a quad or n-gon face so that the volume of the triangulation makes the face wholesome to hold and not unsatisfactory as with most triangulation programs that I have used, like Hexagon and Blender, this causes me to have to triangulate manually.
Is there a program that forces the triangulation to have more volume in the direction of the normals? Is there a program available at a low price $70-$20 ? free?

Blender - Object mode - Add modifier - Triangulate
Blender - Edit mode - Mesh - Transform - Shrink/fatten
Have a go with those and see if they offer what you are looking for.
If you are doing 3D prints of your own models, this will be fine. If you hope to use any DAZ models, you will need to contact DAZ regarding this.
No I am only doing 3d prints of my own models as are shown in my signature.
I manually have to triangulate my models like the one shown here: I just wanted to reduce the workload.
ZBrush could do this easily, and in quads, but that's out of the cheap range.
You may want to look in to Meshlab, it's free, but I think it focuses on even retopology, rather than focused triangulation than you're talking about. But if the meshes are for print, that's pretty much what you need anyway. I've never used it, but from what I've seen, hard surface models like your ship seem to work just fine.
