No, it includes Genesis 1, 2F, 2M, 3F, and 3M. Victoria 4 is a separate purchase.
Although you have to purchase Victoria 4 in the Daz store, she works fine in Daz Studio 4.9. The current version is Victoria 4.2. Watch for sales. She is frequently very heavily discounted. You can also get her in various bundles of other content. You can't install her with Daz Connect (which is an installer built into DS 4.9) You can install her with the Daz Install Manager (DIM) or download her from your product library and install manually.
