How to do fantasy type lighting in Iray?

I've been wanting to try out making fantacy type renders, and I've been studieing paintings (examples included), to try and figure out how to mimic it.

 

What it looks like to me is cool overall lighitng, fairly bright, with highlights. I've not been able to make the lighting look right. I was wondering if anyone has any tips or if anyone has ever tried it themselves?

You might have to render different parts in layers and composit them, or use photoshop/gimp to get the effects you want.
