I posted about this problem once before but could not find my original question.

I just did a fresh install of Daz Studio 4.9 64 bit and using the Daz Install manger I installed the Gen 3 Female and some Head and body morphs. The only problem is I get this when trying to load:

I can manuever to the directory it says the figure is and I can load it manually but every time I double click on IT (or anything else the install manager installs) it tells me the file does not exist when it most plainly does.

Any help?

Did you install Genesis Starter Essentials 3 Male and Female? You should install 1,2 and 3. You need to also install Deafault Resorces for Daz Studio 4.9+

Your question will attract the attention of more users if you edit the title to make it more specific. "Why?" does not give anyone any idea what kind of help you need.

DIM does not communicate with Studio.  You need to point Studio to your installed library through the Content Directory Manager.

That was the frustrating thing: According to Content Directory Manager it WAS pointing to the right directory.

I managed to solve the problem by rebuilding the database. Now my figure loads.

That might actually have been the problem — when you did the fresh reinstall of D|S, absolutely nothing at all happened to the old content database. It's stored on your system in a completely different location to the content and the D|S program, You can wipe all your programs, plugins, content, even dig into Windows and delete all the stuff D|S tucks away in the hidden system files. Through all of that, the old content database sits there untouched and will pop up again when you reinstall D|S. The problem is, there's no guarantee that the entries in the old database still point to the locations where the newly reinstalled content is sitting. The only way to include it in your wipe-and-redo is to use the database controls in the Options menu of the Content Library tab.

That's one of the many reasons I don't rely on Smart Content and the database.
