Trying to download free content???

I have an account and I've purchased stuff using paypal before. I'm trying to download the free millennium dog LE and when I go check-out it asks me to provide state or province. It is showing my correct information in the box, but when I try to continue. It keeps asking for it? I'm from Canada. But like I said it is showing the correct info. Thanks for your help.

    can you post a screen shot of what you are seeing please. ALthough things are free they do need to be taken through the store, and the store does like to have a correct record of your location. If we see a scren shot we may be able to guide you through the processs.
