How do I change the frame rate without altering the keyframe positions?

Long story short, let's say I have three keyframes, a keyframe on 1, 15, and 30 and an FPS of 30. Then I decide I'd rather have the frame rate play back at 24 fps instead of 30 but my keyframes are now in some kind of decimated frames when what I really want is to just change the frame rate and nothing else. How do I do that?

Pose preset can save each pose by FPS ratio.. (it not record frame number,, but save each key belong to the FPS ratio,
eg 30FPS , , flame 10 = 0.33333333 frame 20 0.666666666 frame 30 = 1.0, then if you change FPS to 20 and load the pose preset ,
it can set key,, flame 6.66666666 flame 13.2222222222 , then frame 20
. I do not think the save way is useful before,, but now I see your question, it seems work for the purpose.
(or you buy key mate,, then manually copy and paste or move keys,, or use Animate 2 then change it as Aniblock,, and adjust it .though I do not remember,
animate 2 plus (not full version) could do it,, full version Animate 2 can do it,, with aniblock.)
