I am finding TerraDome3 a bit unstable. Except for being sluggish, the response to commands are sluggish. I am getting half dome instead of full dome. Lighting is dark or doesn't work at all.

Which version of Daz Studio (Help>About Daz Studio)? Are you uisng the latest update for Terradome? What are your system specifications?
DS 4.9 on a Mac running OS 10.11, 32 Gigs ram.
Also some of my content is not searchable but can be found when I look under products and search alphabetically. I can then open it in Smart Content but it does not show up in the Content Library. Is that "normal"?
4.9.what.what? The Help>About Daz Studio box will give the full version number.
I'm not sure what you mean on the Content Library - if you have an older version of 4.9 then items isntalled via Connect will not show in the Content Library (the latest versions have a Connect virtual folder that will show them under Daz Studio Formats and Poser Formats).
4.9.0.63
What does virtual connect mean? Is there a video explaining these changes and how we are suppose to find our content?
Does this mean we have to be connected to the internet to work?
How do I know what is the lastest update to Terra Dome? Would I have notified that Terradome had an update? Somehoe I feel like I am getting lost in thew admin/maintenance of DS.
4.9.0.63 is pretty old, had some significant bugs as I recall, and doesn't support the Daz Connect folder in the Content Library pane - 4.9.2.70 is the current version, we are expecting 4.9.3. something in the not too far distant future (depending on when Iray gets a release version, for one thing).
