Yes you can ! I use to export Genesis 3 to Octane at subd 3 to get all details for close up renders.

What if I want to create a new morph from a High-res model? There is no way to import the OBJ back right?

Essentially only DAZ PAs can create HD morphs, so no you can't do that.

What you can do make is as a normal map, that could work in some circumstances, but generally be much more limited in usability.

You can increase the subdivision level in DS and then export as object, alternatively you can sub divide the figure directly in the program where you will do the morphing. However, the character will lose it's rigging and can not be further posed. You can then add fine details in the modelling program (eg Blender or Zbrush), however you can not re-import these details back to a posable character. You can import your morphed and pre-posed figure back in to DS for rendering, but only as an object with no rigging. That's a lot of work, but if you have a special image in mind, it might be worth it. As felis said, only DAZ3d PAs have access to the proprietary technology which makes HD details on posable characters possible in DS. You can ask DAZ3d if they intend to change that policy. Good luck.
