Genesis 3 Starter Essentials Question

I recently upgraded from DAZ Studio 4.8 to DS 4.9. In the DIM I now find 

Genesis 3 Starter Essentials

Order: Manually Added

But I think I already have this. Do I need to download it again? I also think it's for DAZ Connect, because I did buy one DAZ Connect product. In the Product Library, when I checked, it also shows

Daz Connect files require Daz Studio 4.9 or later

This product is available through Daz Connect, and can be downloaded right from in Daz Studio 4.9 or higher. Read how HERE. 
Daz connect also supports manual downloading for offline use:

DAZ CONNECT OFFLINE PACKAGE  DAZ CONNECT OFFLINE AUTHORIZATION FILE 

But  I think I already have this in  my regular DAZ Content Library. So, I don't think I need to download this. Am I correct?

Yes, the offline installers are there for people who cannot regularly get online (but can at least once, to activate their copy of DS).
