Is it possible to move the key-frames in the timeline?

I wanted to create a person turning his head to the right. Like if someone call him. So in frame 0 is looking to the front and in frame 15 is looking to the side. Then I continued with other stuff in the scene. The problem is that I realized that 15 frames is too fast. If the animation is 30 or 25 fps the movement is no-natural. So I ask myself... there is any way to add more frames to make that the final head position is located in the frame 40?

I'm no expert at this, so there may be a way (like with a script from mCasual or something), but this is what I got keyMate for. I waited for it to go on sale and picked it up for this feature alone.

Here is how I would do it with build in DS features:
- select frame 15 (looking to the side pose) in timeline
- left click parameters pane sub menu and choose Figure>Memorize Pose
- delete key frame on frame 15 by clicking the X button in timeline
- select frame 40 in timeline
- left click parameters pane sub menu and choose Figure>Restore Pose

What you are trying to do is easily achieved by moving the head turning
frames further down the timeline with either if these plugins
