Make hair upside down

I got this hair https://www.daz3d.com/georgia-hair-and-oot-hairblending-2-0-for-genesis-3-female-s or any hair really and want that it hangs upside down as when the character is upside down too. How do I do that?

In most cases that won't be possible - the hair isn't a set of strands and doesn't have the structure to go upside down. A few hairs do have options. If you want this you should probably check out Look at My Hair in the store.
Some hair comes with one or more poses that work for "upside down", but you'll have to hunt for them. The only one that I could think of off of the top of my head was:

Maybe there should be a separate hair product that's just for generic upside-down poses, on the (admittedly dubious) theory that many styles will pretty much lose their distinctive shape when upside-down?
There are a couple of products available elsewhere that will invert. You are pretty much limited by those particular hair "styles" of course. One is free and is called Upsidedown Hair by Parrotdolphin, the other is a commercial product called Zero Gravity Hair by Studio Art Vartanian.
There's also TwinFairHair-V4A4G4 by fabiana at Rendo. I have the old Generation 3 version, and it works fine when I parent it to Genesis (1, 2 and 3). In fact, I use this hair more than any other hair, and have done for over ten years, it's that versatile. Posing the hair for upside down, wind, etc, is no problem. (And who doesn't like twintails?)

Bang Bob hair with dforce by Linday is fantastic for this purpose. It comes with several preliminary shapes that you apply and then simply run the dforce simulation. The hair drapes according to gravity and will be affected by objects in the scene. I see that Linday has other dforce enabled hair products and I'm definitely going to give them a try.

Your best bet is to use 1 hair for upright and another for upside down
