How do I create the long shadows and light streaks, to recreate something similiar to the Justice League Unlimited cartoon ?

Depending on your choice of render engine there are various tools that may help https://www.daz3d.com/catalogsearch/result/?q=godrays . There are also bult-in options for a DIY approach - dispersive water in Iray, for example.

Seems I need "Default Lights and Shaders for DAZ Studio 4.8", it is not on my list of products.  It is not a free download ?
