It is Victoria 4.2

The Inj and Mat are in use

Magnetic Clothing for Vic. 4.2

Is it possible to get the dress follow the legs so
they are not Visual!
Is it so that it is a limitation with the dress how is performs on the body?
To set up some poses don't seem to be problems!

Maybee I need a other dress thats works better in
a walking animation!

If you know a dress in the style 1930 to 1940 that
works for a walking animation please let me know!

There are morphs, available on the body node of the dress, and I think handles, extra bones attached to the hip, which you need to use to pose the dress around the legs - it won't automatically follow. Using Genesis will often allow a skirt to follow the legs as the problem with older items is a limitation of the legacy rigging system they use, but even then the results can look odd depending on the dress and the motions.
