one way is faceshop 8. http://www.daz3d.com/faceshop-8-win
I do not own that so I can't tell you how easy or uneasy it is to get good results.
Daz Studio isn't a modelling program. Hexagon is a modelling program available here in the store, there is also Blender which is free and several available to purchase. You can either model a figure from scratch and then rig it in DS or Poser, or you can create a morph for an already available figure such as V4 or Genesis.
You can also sometimes get a likeness just by dial spinning different elements from different morph packs but you might need several morph packs, (there are a couple free at Share CG tie dyings and Ramwolfs) and a lot of patience to achieve this.
Another way would be to get a nice collection of Genesis Face morphs, Load a Image to a plane position it so you have a good reference and sculpt the face with the morph sets. Then Save as a Morph preset.
I have FaceGen, FaceShop 8 and Headshop 11 ( FaceShop is now called HeadShop). I get the best images using FaceShop 8 but none of them give you a perfect likeness.
You could try asking Sangriart on rendo for some advice. They've managed to recreate several well known actresses. Audrey Hepburn, Emma Watson, Eva Green, Natalie Dormer and some of the Games of Thrones ladies like Lena Headey, Emilia Clarke, Sophie Turner and Maisie Williams.
