Make a shader like the attached.  I need it for a graphic of an energy wheel.

You could just use a map like that, as bump or perhaps as opacity depending on what you want, with the standard shaders. Most image editors should have some knid of radial blur that could be used to generate the maps from a noise fill or manually placed dabs.
