Help creating mesh/topology from Zbrush obj

New to modeling. Only know the basics in hexagon.
I want to create mesh? from the head of the object pictured below that can be rigged and textured in Daz3D.
I have looked into topogun but it's out of my budget range. I have seen an open source project called Meshlab, but I am not sure it is used for what I want to do. And truthfully I don't have the free time to learn another program.
Thoughts on how I can achieve this?

There is a free program "Instant Meshes" which looks somewhat promising...
I own 3DCoat which is a ZBrush like program, much cheaper and quite user friendly once you get familiar with the app.
3DCoat has a retopo feaure but it is the one feature I've not really tried to learn...
