You need to specify what program you are talking about. Many different programs have dynamics and they sometimes work differently... Daz Studio? Poser? Carrara? Something else?
Daz Studio has a dynamic clothing plugin, but so far users can not make dynamic clothing besides a particular PA, Martin. There is no dynamic hair yet in Daz (tho we can now make our own hair with LAMH plugin) for Daz studio. Poser has a dynamic cloth room and a hair room but i don't know much about it. Carrara has dynamic hair that I hear is very complex and tricky to use. I don't know about cloth.

And no...I'm not going to get the hair plug-ins...because their not useable in UDK
No Hex doesn't in the sense I believe you are asking. DS does not have the ability to take a mesh modeled in Hex and convert it into dynamic cloth.
DS uses the Optitex method. Optitex is a real world company whose software creates real world clothing patterns. They also have a module and player that takes that pattern and turns it into a virtual clothing item. A version of the player is included in DS. A cloth control plugin is sold in the store that gives users some control over how the clothing item behaves during the sim. The module to create the virtual clothing item is not available.
There is an app called Marvelous Designer that is similar but it's been a while since I looked at it. There was talk at one time of a plugin for DS but I don't think the company has done much with it since.
For the most part, if you want to use dynamic clothing in DS, you are pretty much limited to what is sold here at DAZ.

what is UDK? It really does help to give information so people can give you the right kind of answers when you ask a question.
Marvelous designer is quite quite expensive, even for a non commercial license! and the clothing is ONLY dynamic in MD...after you export it, it is only a static obj for use in other programs.

Does UDK have dynamics? If so it presumably has guidance on their creation, if not then having something that's dynamic in another application won't help you.
If UDK uses dynamic clothing I doubt it is like dynamic clothing used in Poser, Studio or any other major 3D app. This dynamic clothing is quite processor intensive as it uses collision detection to calculate how the cloth will drape over the figure. The problem with the word 'dynamic' it it is little more than a marketing term.
Dynamic hair and clothing is, for all intents and purposes, tied to the various apps that they are either a part of or the plugin is created for.
You cannot take the hair plugins designed for DS and use them in another app out of the box.
I don't have much experience with game engines so I don't know their capabilities. What little I do have is fairly dated and involved clothing modeled as part of figure enhanced with normal and/or displacement maps.
You might get more comprehensive answers from a forum specializing in the game engine you are using. The majority of the users here are DS and/or Poser users. Neither of which is a gaming engine.
