Pretty much any modeling tool that can output a .obj should be usable so 3DS, Maya etc.

If you're looking for more how to information there are a couple of really good tutorials here on Daz (http://www.daz3d.com/genesis-starter-kit and http://www.daz3d.com/classic-bikini) as well as a ton of videos on Youtube. These tend to use either Hexagon or Blender because they're inexpensive/free and, in the case of Hexagon, have a direct link to DS.

There's also Pegasus which is specifically aimed at creating clothes for Poser but I'm not that familiar with it so don't know how good it is.

Any 3d modelling program that can export Wavefront OBJ format will do, which one suits you the best may be harder to find out.

Blnder is the best of the free ones I think, but there is also Wings. Use Google to find free apps,

blender has a TON of free video tutorials at cgcookie and blenderguru if that helps. One of the main reason I gave blender a shot in the first place. Free video tutorials are my favorite thing :D

There are lots of free tutorials to be found for every program though, if you are willing to search a lot.

Lots of info on carrara here:

The rest of the programs I have no clue these days.

I've seen several on youtube (I'll see if I can find some links) but I must say that the Classic Bikini and Genesis Starter Kit were well worth the money to me.

Also check out the Let's Make Clothing tutorial thread here on the forums for links to resources
