I think I have heard of DAZ studio before. So DAZ Studio can do animation?
Maybe something that can convert a series of 3d renders to make a movie?
Hmmm I have heard of Blender too but have not had a chance to learn it, yet?

What I am looking for is a 64 bit 2D animation software. I do have Project DogWaffle Howler.
Unless can Photoshop CS6 do animation?
edit: I think Adobe has some animation software but I am unable to get it at this time. I am looking into getting it.

The caveat is that it's not free, but you can use it for a trial period.
EDIT: Oh wait, I just realized that you are looking for a software that combines image series into a movie, right?
I was going to say, Windows Movie Maker, but if you use Win10, you can use the Photos App. Their site says:
"Windows Movie Maker, part of Windows Essentials 2012, is no longer available for download. Instead, try making movies with the Photos app that comes with Windows 10.
