Artefacts in WeightMapps

I get strange results artefacts with weight mapping .. also I have to say I´m new to this
and want to learn how to weight mapp cloth ..

Is this because I use the Paint Tool ? how can I solve this ?
Should I avoid painting mapps and use fill and smooth instead ??
