why do DAZ use different hidden names for bones

once again this issue crops up

Dog8 this time trying to use BVHacker to retarget an animation 

but it is an ongoing issue with aniblocks and even genesis 3 and 8 compatibly with Carrara

the bone names you see in the scene outliner do not match the hidden ones revealed upon export, import into other programs 

it causes a plethora of issues and I don't understand the reason for it.
