Can I mount a camera on a Characters head so it is as if I am looking through the eyes?

yes, you can.

Load your character, create a camera, place the camera in the desired position and parent it to the head. (Or create 2 cameras and parent one to each eye, done this many times)

You also may want to adjust the camera settings (focal lenght and/or frame width) in the camera parameters tab to emulate 'eye-sight'.....

Finding the right position may take some fiddling....
