Selective/Motion Rendering?

Hey all,
Sorry I don't know if this is an actual thing. Though I've been rendering a scene here, where there is alot of area within the viewport that doesn't change or move. However, the light in the room does bounce off the surfaces in order to hit the figure. I'm wondering if there is a way to render only movement, or a selected area for each render. Similar to the way you can render a select area within the view port by clicking and draging(sorry don't remember the tools name), but I was wondering if there was a way to render only things that are changing, or render a select area for each frame, that is predefined ahead of time.
If this isn't something that can currently be done, then if possible could this be moved over to the suggestion page? I think it would be great if when this option is active, it would simply just render out the defined area and save it within the resolution and aspect ratio of the camera being used, but as a png, so then that way you could render the background as a seperate peice, and layer them in post processing to maintain acurate lighting. This would drasticly reduce rendering time, in scenes where there isn't much going on. ie. Where a character would stops to take a breath for 15 seconds, it would'nt take just as long as the previous scene of them sprinting down an allyway.

If this is Iray then you can use Canvasses in the Advanced tab of Render Settings be be selective about what you actually render, though I'm not sure the net result would save time. You could try rendering an environment map from the (empty) scene, then use that as backplate and light source to render the moving elements.
