You may be able to use morphs in the hair, or apply dForms to move the hair. However, your options may be limited by the way the hair is made - some uses actual strandas, but a lot uses layers of mesh with a transparency map and those can't go far without looking wrong. There are a couple of hair sets that use dForce to drape, and a product that will try to add dForce options to standard hair (subject to the same limitations of how the hair was made).
