How do i increase or decrease the blur in the camera setting?

With the DoF setting enables in the camera you can adjust both the focal distance and the F/stop (which is NOT the same as the phsyical camera setting!) to adjust the area that wil be in focus, with areas outside that being progessivley more blurred.
Using “Top View” can help a lot with this. If you have DoF enabled and the camera selected in the Scene pane, the viewport will show you the frustum the camera is seeing. There’s a little crosshatch that will show you where the camera is focused, and a pair of planes that show the area that will be in focus.
As SimonJM indicates, there are settings that allow you to adjust the focal distance, and the “f stop” slider will adjust the depth of the “in focus” region.
Make sure you're adjusting the f-stop on the camera settings, not the Render Settings. The Render Settings will change the exposure of the image without affecting the focus. Conversely, changning the f-stop on the camera parameters will change the depth of focus but doesn't affect the exposure of the render.
Important Difference
The iRay render should have the frames (much) closer together than the 3Delight render.
