I have played around with F-Stop on Camera settings to get more Blur but it

Reducing the F-Stop parameter should do the trick. The farther away the camera is from the object the more you will have to reduce it.

  • If it's an image background it has no depth to be affected by depth of field.

I know that. Images have to be blured in Photoshop. But F-stop does nothing...

Are you using the F/Stop in the camera settings or the one under Tone Mapping. The one under the camera is the one that affects DOF. The longer the zoom in the lens the greater the blurring and the smaller the F/stop the narrower the sharp area.
