New Computer with Windows 10 and latest DAZStudio 4.10 but no luck with restoring old content

A recipe for a heart attack!
Year of accummulated old DAZ content, which I still want to use in the latest DAZStudio, and I wanted to have the content on a 2nd data drive instead of filling up my SSD OS Drive with the content. It worked well in DAZStudio 3 and right up to 4.5, and right up to 4.9 on my old PC.
But this new computer of mine with a clean install of DAZStudio 4.10 and the install directories on DIM pointing to the 4Tb dta drive as on the old computer (now dead) refuses to disppay or install files. They don't appear in the Content Library tab despite DIM reporting that they are installed. The directories on both Studio and DIM both match perfectly, but I only get the exclamation mark in a triangle on my installed content...
The only way in which I have been able to get anything installed is only from within studio by going to Install and right clicking on the greyed icon of the package and selecting Install, then this new studio program then pull the content from something called DAZ Connect and then when you look for the content via the windows file explorer to figure things out you get a wierd "cloud" directory and not the normal Runtime folders.
How is a person supposed to work with this. It is terribly confusing, and the online help files are as clear as mud!
It seems that this DAZ Connect nonsense is screwing things up and DIM certainly doesn't work nicely with it. In the past U just used to purchase the DAZ Content, download the "manual" .zip files off the store and then dump them in a temporary folder and point DIM at it and press install. Afterward you open up Studio 4.5+ and voila! your content is ready for use.
Not so now. I would think that if I uninstalled Studio 4.10, DIM and the POSTGRE SQL install, and then reverted to Studio 4.5 and the old DIM, that it would work better, does anybody think this is better?
My advise to DA3D - if it ain't broke don't fix it, becuase right now Studio 4.5 or even Poser 7 is loking a whole lot better than this latest version.

Please post screenshots of the DIM Installation tab, the folders in Content Directory Manager, and the actual folders on the external drive.
if your library path are correctly assigned in "CONTENT DIRECTORY MANAGER"
use "content library" menu > CONTENT DB DATABASE
> RESET DATABASE (it clean all smart content)
> RE IMPORT METADATA
the program read all ".DSX" installed files in "support" folders and fix the smart content
i already change 3 computer (from windows 7 to windows 10 and from Daz 3.5" to last Daz 4 version)
all my library was in 3 different hard disk, i just move to new place and assign path in content directory manager
Here are the screen shots as requested:
(Keep in mind that this a brand new Ryzen-based computer running Windows 10 64-Bit Education, with the OS on a 256Gb SSD and the Data on a 4Tb 3 1/2" 7200rpm SATA drive - with the default Windows My Documents/My Music/My Videos libraries moved off the SSD to the STA Hard drive.)

The result of this default install in DS is in the first screen shot, just a bunch of "broken" or "missing" files.
On my broken computer, (i5 Running Windows 7 with the same drive setup as the new computer) I had DS 4:10 as well with the same mappings and everything worked. SO the ONLY difference is that the 4.10 install on the *old* computer was a upgrade over the years from DS 3.x up through all the iterations and not a clean install. (which makes me think that the issue is with DS 4.10 as a new clean install, and that the solution would be to find a copy of an older version of DS that actually worked as designed. (prior to 4.9?)
The DIM path does not match the path in the Content Directory Manager:
E:/Personal Folders/Documents/Daz 3D/Studio/My Library
E:/Personal Folders/Documents/Daz-3D
I think you should check the content folders on the E: drive. The E: drive content folder should be the same in both Studio (2nd image) and DIM (3rd image). If the DIM is OK, try updating the Studio content folder to E:/Personal Folders/Documents/DAZ-3D

So I would presume that something went badly wrong with the DAZ Studio install (done from within DIM) because I didn't touch anything (or change paths) after installation.The default WIndows Documents folder was assigned to the E Drive long before DAZ Studio was every installed. (using the proper method at https://www.tenforums.com/tutorials/74952-documents-folder-move-location-windows-10-a.html

That is then default path in DS, using the E: drive as you had changed the Documents folder before isntalling - it's not wrong, it's just that DS doesn't automatically grab the DIM path. Rob does have a sample script that will sync them - from DIM to DS or from DS to DIM as you prefer; just download the oen you want, using the link above the box of code, and drag it into the DS Viewport
