There are various options. It could be postwork with brushes, or an in-render product like a plane or volumetric atmosphere.
Also looks like bloom is being used, either the one in iray or in photoshop.

I highly recommend checking out all of her tutorials and articles, as she has a ton of good information for pretty much every skill level.
A lot of the products listed above build on what is presented there and just make setting up the atmosphere quicker, with less trial and error.
