The hip bone's connected to the... leg bone

How do I rig something so the bones stay connected the way they're supposed to. Whenever I try to rig something I can grab the rigged item and pull it out of alignment, ie. the rest of the figure stays put but now the foot is stretched out way over there, etc.

Double-check the parenting relationship. Is the bone you can drag a child of another bone or is it just positioned next to one?

I'm trying to get a pendant on a collar to move independently of the collar but still remain attached to it. Rotation works fine but I don't like that if you hit the universal selector it dislodges it from the figure. It's the same when I try to rig a figure too. Limbs all end up removing themselves from the figure instead of staying attached.

Can you upload the pendant and PM me a link so I can look at it for you? I'm not sure what's causing it to do that from a description.
EDIT: Oh, wait, I may get it.
I think what's usually done is just to lock and then hide the x, y and z translations so that only the rotations are visible. Otherwise it is in fact quite possible to drag Genesis' leg bones sideways (for instance). You can do this in the Parameters using the settings button on each dial (looks like a tiny gear).
