I can create and save camera presets. But they ALWAYS appear with every subsequent file (Content Library Camera Presets). Is there a way to save the presets only to the file from which it was created?
Any cameras you add to your scene will be saved with that scene. You don't need to save a separate camera preset if you only want to use it in that one scene.
What do you mean "all the presets now appear in every subsequent Daz file"? A preset is used to save one or more cameras, so that they can be reloaded (independently of other elements) - by default loading a camera preset will remove any cameras already in the scene, though if you hold down cmd (Mac)/ctrl(Win) while loading you can chnage that behaviour. Views are not saved to camera presets (or anything else) - they are also not addd to the undo stack as they are changed. You will always have the basic views, and possibly default camera if that option is chosen in Preferences, in their default state when creating a new scene or opening DS.

OK I think I get it now, before you save the Camera Preset you need to create a camera first with the main menu Create > Camera shortcut Alt+C-C.
There is an option in the Create Camera dialog to Copy current view. The current view is set to Perspective View, this I see in the upper right corner of the viewport above the cube. Click on the Perspective View to change the current view to a camera you created. The Perspective View is the default view and changes dosn't get saved to the scene file and the changes are not recorded in the undo stack - means you can't undo changes to the view with ctrl+z.
I guess you currently have issues to use the saved Camera Preset in another scene because there was no camera in the scene as you saved.

Your screenshot is showing your Content Library where you can reload the preset. It doesn't mean the preset is already loaded for the new scene, it just means it's available if you want to use it. It's just like how in the content Library you can see Genesis 8 Female for every new scene you create, but that doesn't mean she's actually loaded there until you tell Studio to do that.
If your goal was just to create separate camera views for one particular scene, all you have to do is create as many cameras as you need and save the scene. Cameras are saved with the scene file automatically, you don't have to save a Camera Preset separately for them.

I guess you have saved the cameras somehow as 'Startup File'. Have a look into the Preferences and set it to load nothing at startup.

To your earlier point, I did in fact create a new camera and saved the preset to both: "Selected Camera" and "All Cameras" with the same result.
