I'm doing animation so I dont want to spend anymore time rendering a frame than I have to. I will render a still frame, see how many iterations it takes to render clearly, and then set that as a maximum number of samples in the "progressive render" setting pane. Then I render the sequence. But for some reason on this one shot it stops rendering at 30 iterations no matter what I set "max samples" to. Does that make sense or have I been doing this wrong all along?

So what are the time and convergence settings? If it hits one of those first it will stop, regardless of the samples setting.
It was set to the default. I've never adjusted that setting for any other render. But for some reson this shot stops at 30 iterations...leaving the shot only partially rendered with lots of speckles.
Perhaps the issue could be solved more easily if you could post a screenshot of the progressive render settings you are using. More specifically, showing the Editor portion of Render Settings tab. That may reveal why your render is terminating prematurely.

Where are you setting the "number of iterations"? Are you using Daz Studio Timeline. Keymate, Animate2, or something else?
What are your time and convergence settings, assuming this is Iray?

There are plenty of "max time" seconds. What is convergence? Never heard of that before?
"Rendering Converged Ratio", which defaults to 95% - it's the proportion of the image that Iray reckons has reached its final colour.
