How does map transfer work? Hopefully I am using the right term. Can it change the texture map from one uv map to another? or what does it do?

Yes, it converts maps between UVs.
It needs a figure supporting both UVs to do the conversion: thanks to that figure DS "knows" that a given point P of the mesh results in "map point" P1 for UV1 and P2 for UV2, so it can take a map for UV1 and create a corresponding map for UV2.
You'll find something like the images I've attached, useful for remembering what materials go in what slot; even though V4 and her stable-mates doesn't have them, I seem to recall haven't to create zones when transfering maps; it was a while ago so I may also have been mistaken.
I transfer them to default UVs before transfering via Blacksmith to G3/8.
