There are dots by the ankle and foot which are half-cropped, so I think he just slapped on a polkadot texture, without much effort.
Just overlay a polkadot pattern over the UV map, and you're done in most cases. If the UV map is symmetrical and even, then that should work even better with overlay patterns.

Whatever he used, he must have re-textured the bodysuit with his own polkadot texture. I don't think you'll find it anywhere.
