Daz crashing fatal error, on surface pro 6

Like the title says Daz is crashing when it opens [on surface pro 6], 

DAZStudio.exe caused ACCESS_VIOLATION in module "C:\Program Files\DAZ 3D\DAZStudio4\DzCore.dll" at 0033:00000000B2E9B202, DzZeroAction::zeroFigures()+1494402 byte(s)

if the PostgreSQL CMS files are not installed Daz does not crash, but leaving those files unistalled does not help but leads me to beleive they are part of the problem.
