Better Way to Organize HDRIs

I'm having trouble organizing HDRIS. It seems that they are stored in far too many locations, and I'm having trouble keeping track of where they are. Some are in: Render Settings, Enviroments, Light Presets, and Lights, as Well as Scene.
Ideally I want to organize My HDRIs in a folder with their own Subfolder. I'd like to remove vanity folders, store links, and have them stored by product name.
Has anyone had luck with this? I confess I'm losing track of them.

I deleted all 50 GB of HRDIs that I had downloaded because I had no good way to review them and the ground on them often looks atrocious, well that's a bit strong; how about distractingly flat. Also, the modeled parts of the render look so strongly 3D while the HRDIs look so often like a photograph taken by an average photographer. They don't often combine in a style that complement each other, at least not in DAZ Studio.
I just created a folder in my library and dragged them all in to it and created sub folders naming them for each one. When I want to use one I click on the Environment Map/Browse and go to the folder of the HDRI I want to use and load it.
That is probably what I'll have to do. Too bad it can't eb so much easier.
The HDRIs or just the presets? You need to bear in mind that in Iray they are render settings, in 3D elight they may apply to a light or they may be applied to a self-lighting sphere or other shape so that is going to scatter them about a bit.
I don’t use 3delight and rarely use the cameras or other things which come with hdri due preferring me own camera settings. I really just want the hdri so I can have them in one place.
I don’t care for the photo look either but depth of field and photoshop can fix that. The ground I agree with on quite a few, but some do,have nice grounds, specifically the Maui sands in the Maui series. You can of course use something on the ground like a porch, piers or what not.
