You can take any T-shirt and apply a patterned mask to the Cutout Opacity setting to get that effect. I used a netting pattern from https://www.daz3d.com/fabric-basics-lace-for-iray applied to the shirt from Genesis 2 Female's MEGA Wardrobe from Rendersoity and put a bikin underneath with the smoothing on the shirt set to collide with the bikini top so it doesn't poke through. You may need to adjust the Tiling settings to change the size of the netting, depending on the texture and the UVs of the T-Shirt.
