Please help with using D-force wind

I am trying learn how exactly D-force is working and try to simulate a single frame with cloth draping upon a running figure and a wind blowing from before through the runner legs (screen 1). The above plane is dynamic, the guy and the floor are static. The cloth plane drapes as it should be, but the wind fan does nothing. Earlier I just put the fan on the floor and pointed it upwards toward a dynamic falling cloth and it worked (screen 2).

Please advise.

    Are you sure it is correctly aligned?

    Here it is the front view. The position of the model may not be absolutely the same as I rotated it a little but the aligning is the same.

    Now as I am looking at it there seems to be a small disturbance in the front of the draped primitive. My wind force is 50, will raise it and will lower the fan to see what will happen.
