Help with exporting options

My apologies if this isn't the right area to post this in. It seems to be to me, but I could be wrong.
I'm basically just trying to create some custom assets for Planet Coaster using the Thememaker's Toolkit (https://thememakers-toolkit.planetcoaster.com/user-guide).
I've tried everything I can think of to make this work. I have Blender installed also, but I've not had any luck. Basically, the only two issues I am running into are file-size and PNG textures.
The FBX export option would be perfect if it'd allow me to either reduce to the size of the textures, as they need to be in a separate folder, and also have them be in PNG format. I've tried baking both in Daz3D and Blender but I am not incredibly smart about this stuff, and the tutorials I have tried to follow haven't worked out at all. Usually baking something into only a black texture.
I am hoping I am missing something a bit simpler than having to put this into Blender or another program. Any tips? The file for Planet Coaster (zip, compressed) has to be less than 30mb, and I'm already close around 35 or so, and the textures have to be in PNG format. Those are the only two hiccups I am running into so far.
Thanks in advance for anyone offering any help.

If I understand you rigth you just would like to reduce texture sizes, so it will fit in the package.
You can manually find the textures, reduce them in size and replacing them before export.
A simpler way would be to use this product https://www.daz3d.com/scene-optimizer as it will basically do the same, just way easier.
