So I'm working on this image and I cant for the life of me figure out how /w dynamix or dformers to unbunch the fabric of this shirt from under the breasts so it hangs and is just constrained by the button. here is an image of the area in question

That's tricky - dForce can work only with the mesh provided, so if that is modelled vacuum-packed it won't help much. If you use a dForm with a weight map (or take the emsh into Hexagon) you may be able to create a morph that would give a bit more loose cloth, on which dForce could them work, but it would be fiddly (and using a dForm at least it would be hard not to stretch the buttons).

pretty much what I thought, I was just hoping someone had some some miracle solution.

Applying a Smoothing Modifier (Edit>Figure>Geometry>Apply Smoothing Modifier) might help a bit.

Have done that it smoothes it out of course but just smoothly clings it to the undersides of her breasts :)

Fit Control has some morphs that can alter the under-breast look. I have used it in the past to get rid of the shrink-wrap effect.
