I'm wondering...since I have Victoria 8, and they always say it's better in general, should I use her as a start point for every female character, applying on her the other figures?
That's a really big question. Months ago I'd have said no due to just having some many morphs and assets for earlier iterations of the figure. That said, I've slowly found myselfstarting to favor version 8 both in the male and female variety. I think it comes down to many personal preferences. I find the new figures superior, particularly with regards to posing.
Should? I wouldn't say that - if there's a should, it's you should do what works for you. The name characters tend to have a bit more definition than the base Genesis, and if one or more of them suit your style they may well be good starting points.

Correct in assuming M8/V8 are ‘flagship’ characters? Or is that true anymore? (Before I got into 3D, I do remember occasional reference to Mike & Vicky from people working in Poser.)
Tend to start with them if playing with surface settings, geo-shell, etc. “If it works for DAZ flagship chars, will work with the rest of them.”
Fair assumption, or I’ve got it backwards? In just testing things, or learning, better off with G8M or G8F?
I haven't gotten my hands on Victoria or Michael yet, since I'm still a bit new with Daz3D. My current main character is a G8 Female who has some elements of the Keriann morph.

It's okay, they're cool but not essential! Buy something else first for your library if you want to! ^^

I had better clarify that I meant a more distinctive look, not definition as in higher mesh resolution.
