Yes, though a little fiddly. Adding a bone is just in the right-click options with the Joint Editor tool, with the bone you want it to belong to (presumably the head) selected, and then you adjust the centre point and end point to go in the logical places (the centre point where the tail will bend from, the end point further down the tail). What you do then depends on the rigging - is it weight mapped or an old parametric (Poser) rig?
I'm mostly interested by the new weight mapped type of hair. For instance,Jolina Hair Genesis 3 Female (by OOT) would have been a lot more usefull with bones, than just sliders...
Are you sure the sliders are not driving hidden bones? Anyway, in that case you use the Geoemtry editor tool 9for selection) and Node Weight Map brush, combined with the Tool settings pane, to select and edit the weight maps to tell the bone which areas of the model to affect.
