DIM will not install properly

I am getting errors when trying to install DIM. I do not understand the error message, but it is causing DIM not to be able to open. I just downloaded it from Daz. I even tried to run as admin but same results. What is going on?

Not sure what happened but I restarted my computer before going to bed which was about 11 hours and 13 minutes ago according to the task thing. I reinstalled DIM to see if I could take a screen shot of the issue but it did not happen. Now trying to login to see if that works.
