I just got The Ferris Wheel obj.
loaded the conforming lights to the wheel but I can not find a way to turn lights on or off.
Do these lights turn on? If yes How.
In the doc pictures for the Ferris Wheel the lights are yellow but all I can get is black.

Select the lights with the Surface selection tool, then in the Surfaces pane set the diffuse colour to white, set the ambient colour to the colour you want for the lights, and set the Ambient strength to 100%. Better yet, apply uberSurface to the lights material (from the Shader Presets folder - you will need to reset the opacity and so on after that) and turn Accept Shadows off as well as making the other changes.

And that gives you Glowy light bulds. For Light casting from each light bulb your talking EACH bulb is set up with a Point light and settings to allow the light to pass through the Glass or you set each light bulb to Uber Area lights. Both of which would take time and long to render and a GOOD PC for all those point lights, Uber Area would work on most PC's but need a VERY long time to render.

I just used tube lights for each bank of lights as the light bleed between individual bulbs is such that there would be minimal difference between the tube lights and individual lights for each bulb but the render time I figured would be dramatic (didn't test.) The visible part of the bulbs light emissions are just a textural (ambient) setting so they still look like the individual bulbs are lit. I was very happy with the results, but unfortunately don't have the render atm to show.
