Carpet shader advice

I recently had a need for a "cat tree" in a render I was working on. As most of you probably know those are typically covered in some sort of carpet. While I had a commercial carpet shader that worked, I was thinking about packaging up a couple of freebie models. For those I wouldn't want to use someone else's work and so would need some way to create a custom shader that I could distribute. Does anyone have any suggestions on how to build such a shader that I could distribute for free?

    I would second the FilterForge or Substance Designer/Painter suggestions, but if you don't have those and don't want to spend the money, you could just take a picture of some likely looking carpet somewhere and use one of the many online sites that will create normal and bump maps for you from the picture. Those are not really perfect, but for a freebie, they might be "good enough."

    Another option is to just Google "CC0 PBR textures." Many of those will include all the image maps you need to set up your own shader and CC0 allows you to use them, including redistributing them, without restriction (https://creativecommons.org/share-your-work/public-domain/cc0/).
