Just bought this light set and dont have the first clue how to use it. Can anyone offer guidance? Plz and thank you!

Those are render settings that will load the HDR image into the Environment dome for Iray renders - if nothing is happening make sure you don't have the Environment Mode in Render Settings' Editor tab set to Scene Only or to Sun and Sky.
There is a video tutorial on sale right now for this light set, which includes 7 videos that will do a much better job than I can. I watched them a while ago and have only used the lights in conjunction with the tutorials, but here is what I remember about this light set:
I would use these lights from Content Library, not Smart Content. It is in Light Presets/Dreamlight/Iray/SLP HDRI Iray. Start with the LoadAll render setting, then select any of the "map" render settings, depending on if you want a black, dark grey, or light grey background, and how you want the lights arranged.
In your second screen shot, for any of those "map" render settings: your character is represented by that small dot in the center, the letter "B" in the title of the render setting means Black background, and the HDRI would include lights of those particular colors and positions around your figure. There are no separate light props; the lights are baked into the HDRI. There are settings to change the rotation of the lights, intensity, temperature (cold, warm), etc.
If your experimentation goes awry, use the Reset render setting that is part of this set.
