Does Dforce replace Dynamic Clothing Control Plugin?

I tried searching and didn't find the answer I was looking for.

Was this before DForce was around? Is there any added benefit to it now?

yes, the dynamic plugin was out way before dforce came along. Dforce doesn't replace it, you can use both dforce and dynamics in the same scene, I do often and each behaves a little differently depending on the scene and the objects in it.
